Log in to your system as an Administrator.
Press the Windows icon.
In the search bar, type Control Panel.
Double-click on the Control Panel tab.
Tap on Programs and Features.
Look for QuickBooks in the given list of programs and select it.
Hit the Uninstall button.
When the system prompts a permission box, choose Repair.
Allow the program to run a QuickBooks Repair on your device.
Reboot your device.

WHAT NEEDS TO BE DONE TO FIX QUICKBOOKS ERROR 1328?
Solution 1) Repair the QuickBooks installation files using the QuickBooks Install Diagnostic Tool
Visit the official website of QuickBooks Desktop.
Look for the most recent version of QuickBooks Tool Hub and download it on your computer.
Click on the downloaded installation file named QuickBooksToolHub.exe and follow the on-screen instructions.
Accept the terms and conditions to finish the installation of QuickBooks Tool Hub.
Right-click the QuickBooks Tool Hub icon and select the Open option.
From the left pane of the screen, select the Installation Issues tab.
Click on the QuickBooks Install Diagnostic Tool button and let the tool run.
When the tool finishes repairing the installation files of QuickBooks, reboot the computer.

Solution 2) Reinstall QuickBooks Desktop using the Clean Install tool
Step 1) Uninstall QuickBooks Desktop from your computer
On the keyboard, press the Windows and R key to open the Run command.
Type “Control Panel” into the Run window and click on the OK button.
Select the Programs and Features option on the All Control Panel Items window.
From the list of programs, select QuickBooks Desktop and click on the Uninstall button.
Click on the Yes button to confirm the uninstallation of QuickBooks Desktop.
Step 2) Run the Clean Install tool from QuickBooks Tool Hub
Right-click the QuickBooks Tool Hub icon and select the Open option.
From the left panel, select the Installation Issues tab.
Click on the Clean Install Tool button and the OK button.
From the drop-down list, select the version year and product version of the QuickBooks Desktop you use.
Click on the Continue button.
When the message stating, “Please install your copy of QuickBooks to the default location” pops up on the screen, click on the OK button.
From the official website of Intuit, download the installation files of QuickBooks Desktop and follow the on-screen instructions to install and register the application.
